Basic reading proficiency is one of many milestones in a child’s educational experience in the St. Charles Public Schools for all students. Providing quality curriculum, instruction, assessments, and interventions is the foundation for developing comprehensive systems of support for all learners. The Local Literacy Plan is developed to support every child reading at​ or above grade level every year, beginning in kindergarten, and to support multilingual​ learners and students receiving special education services in achieving their individualized​ reading goals in order to meet grade level proficiency. St. Charles Pubic Schools has adopted a local literacy plan and is working to meet that goal.
READ Act
The Minnesota Reading to Ensure Academic Development (READ) Act
Minnesota Reading to Ensure Academic Development Act, known as the READ Act, was passed and signed into law by Governor Tim Walz on May 24, 2023. The goal of this legislation is to have every Minnesota child reading at or above grade level every year, beginning in kindergarten, and to support multilingual learner and students receiving special education services in achieving their individualized reading goals. The READ Act replaces Read Well by Third Grade (RWBTG) and is in effect as of July 1, 2023.

St. Charles Public School District Goals to ensure Reading Proficiency for all:
- To increase the number of students reading at grade level as measured by the Formative Assessment System for Teachers (FAST™) aReading assessment by 2% from Fall 2024 to Spring 2025.
- District MCA (Minnesota Comprehensive Assessment) proficiency goal in Reading: To increase the number of students’ proficient to the state average or above in all identified subgroups.
This plan focuses the district’s literacy efforts in the following areas to ensure all students are proficient in reading:
- Improving PreK through grade 6 teachers’ and Special Education teachers’ capacity to meet the needs of all students in the area of literacy in 2024-25 and for grades 7-12 in 2025-26.
- Expanding the use of student data, and ensuring that information is available to teachers and other stakeholders.
- Providing education, and support to parents to increase their capacity to support their children’s literacy development at home.
