TITLE 1

 Title 1 funding at St. Charles Elementary provides additional academic support and learning opportunities to help low-achieving children meet state standards in the core academic subjects (math and reading). For example, funds are used to provide additional instructional staff, professional development, and other strategies for raising student achievement.

Elementary and Secondary Education Act (ESEA), which was first enacted in 1965, is the principal federal law affecting K-12 education. The Every Student Succeeds Act (ESSA) was signed by President Obama on December 10, 2015, and represents good news for our nation’s schools. This bipartisan measure reauthorizes the 50-year-old Elementary and Secondary Education Act (ESEA), the nation’s national education law and longstanding commitment to equal opportunity for all students.
 
The first section of the ESEA, Title 1, part of the Elementary and Secondary Education Act is the largest federal education program. The purpose of Title 1 of the Elementary and Secondary Education Act (ESEA), most recently reauthorized under Every Student Succeeds Act (ESSA, is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency of challenging state academic achievement standards and state academic assessments.

 

ESSA includes provisions that will help to ensure success for students and schools. Below are just a few. The law:

  • Advances equity by upholding critical protections for America's disadvantaged and high-need students.
  • Requires—for the first time—that all students in America be taught to high academic standards that will prepare them to succeed in college and careers.
  • Ensures that vital information is provided to educators, families, students, and communities through annual statewide assessments that measure students' progress toward those high standards.
  • Sustains and expands this administration's historic investments in increasing access to high-quality preschool.
  • Maintains an expectation that there will be accountability and action to effect positive change in our lowest-performing schools, where groups of students are not making progress, and where graduation rates are low over extended periods of time.

HOW DOES A STUDENT QUALIFY FOR TITLE I SERVICES?

Students are selected to receive Title I services based on a number of factors, including performance on standardized tests, curriculum based assessments, classroom assessments, and teacher recommendation.  

The Title I program in the St. Charles Public School District provides supplemental educational services for students in kindergarten through grade 6 to ensure that all children have an opportunity to obtain a high quality education. Students whom are deemed to be Title One students must meet certain criteria in an area of academics.  Testing will occur over the first few weeks of the school year and again in January (these are called benchmark / screening assessments).  

PARENT INVOLVEMENT

How can parents be involved?

  • Parents are notified of their child's eligibility for and participation in Title I program
  • Parents, staff and students may participate in the development and carrying out of a compact for student success that spells out the shared responsibilities of the child, school and parents
  • Parents are invited to attend the district's annual Title I Meeting
  • Parents are encouraged to participate in Title I meetings and learning opportunities.

Parent Involvement Plan

St. Charles Public Schools recognizes that parents are an integral part of their student's education.  There are many ways for parents to be involved in our schools and programs.  The St. Charles Public Schools communicate with parents regularly through newsletters, website, email and family activities.  Elementary School teachers hold biannual formal parent-teacher conferences in addition to communicating by phone and email as needed.  The district has developed a plan for involving the families of students receiving Title I support.  There is a meeting once a year where families learn about and give input into the Title I program.  In addition, strategies for supporting students at home are also presented.

A partnership between home and school is important in student learning.  This compact shows that everyone has a part to play in student success! 

Parent Advisory Committee

Families of students receiving Title I support services are invited to be part of the Title I Parent Advisory Committee.  There will be an opportunity to join this committee at the Annual Title I meeting.  This group would meet to provide input and feedback if there were to be changes to the program.  If you would like to participate in this committee, please contact: Gretchen Hoffman 507-932-4910 or email: ghoffman@schs.k12.mn.us

The purpose of the Parent Advisory Committee is to review, refine and collaborate to make St. Charles  a stronger school district. All parents are invited to attend and participate in the Parent Advisory Committee meetings.

Parents Rights to Know

Parents have a right to know about the qualifications of the staff working with their child. This right includes knowing:

  • The level of education, degrees, or other certificates staff members hold
  • Whether the staff member is working under a provisional status, which may mean they are working in an area outside their licensure
  • If the staff member is not highly qualified to teach the subject he or she is teaching.
